INDEFINITE STRIKE FROM 11TH JULY 2016

33 LAKHS CENTRAL GOVERNMENT EMPLOYEES WILL PARTICIPATE

A massive parliament march and rally of about 20000 Central Government Employees was held at Jantar Mantar, New Delhi on 24th June 2016. The rally was organized by National Joint Council of Action (NJCA) of Central Government Employees comprising Railways, Defence, Confederation and Postal organizations demanding modification in the recommendations of 7th Central Pay Commissions including minimum wage and fitment formula. Other demands are scrapping of New Contributory Pension Scheme, No FDI in Railways and Defence, Grant of Civil Servant status to Gramin Dak Sevaks, filling up of vacancies, enhancement of bonus ceiling, No outsourcing, downsizing, contractorisation and corporatisation etc.
The NJCA had already given strike notice to Government on 9th June 2016. The Modi Government is not ready for a negotiated settlement with the staff side. The rally called upon the entirely of Central Government employees to intensify the campaign and preparations and make the strike a total success.

Sharma (NFIR) S. K. Tyagi (AIRF), Mrs. Champa and Mrs. Gita Pandey addressed the rally
About 33 lakhs Central Government Employees will participate in the strike. 40 lakhs Central Government Pensioners have declared their solidarity with the strike. Central Trade Unions had also extended their full support. State Government Employees Federations have cautioned the Central Government that they will also be compelled to join the strike if Government refuse to settle the demands relating to 7th CPC recommendations as majority of the state Governments are implementing the Central pay parity to their employees also.

7th Pay Commission: Cabinet Secretary met PMO, Government to take final decison this week

New Delhi, June 19: The Central Government employees who have been eagerly waiting for the 30 per cent hike in their salaries, it seems their wait is finally over. The Narendra Modi government is about to take a final call this week, as group of Cabinet secretaries met the PMO officials. The pay panel will be conducting a meeting this week, as it has been more than two months the empowered group headed by Cabinet secretary is said to have recommended 30 per cent hike in salaries of central government employees.
On Saturday there were reports that a group of secretaries had said that the minimum salary as well as the fitment factor should be raised in the Seventh Pay Commission.
According to the report that appeared in Zee News suggested, that the starting salary of the government employees is expected to be around Rs 23,000, up from Rs 18,000, which has been also recommended by AK Mathur led panel in April. 
A source close to Zee News said that the fitment factor is likely to be raised to around 2.7, up from 2.57 as recommended by the 7th Pay Commission.
On Sunday Dainik Jagran reported, that a group of Cabinet Secretaries met the PMO officials on Wednesday and appraised them about the secretaries panel’s recommendations on the salary and allowances hike recommended by the commission.
Seventh Pay Commission’s recommendations have submitted its report to the Finance Ministry by the panel secretaries. The Finance Ministry is preparing a note and will present it before the Cabinet this week.
Around 47 lakh Central Government employees working in various sectors are eagerly awaiting for their salary hike, along with the 52 lakh pensioners who are expecting a significant increase in the monthly pension

7th CPC: Secretaries group submits final report to Fin Min; Cabinet approval in 15 days

New Delhi: It's good news for central government employees eagerly waiting for the implementation of 7th Pay Commission.
The implementation of 7th Pay Commission appears to be a matter of a few days now. As per Dainik Jagran report, the Cabinet Secretary met the PMO officials on Wednesday and apprised them about the secretaries panel's recommendations on the salary and allowances hike recommended for central government employees.
The secretaries panel reviewing the 7th pay commission's recommendations have submitted its report to the Finance Ministry. The Finance Ministry will prepare a note and present it before the Cabinet in the next 15 days.
With the threat of strike by central government employees looming large, the Cabinet is expected to take a prompt decision on the recommendations resulting in notification.The salary hikes recommended are expected to apply from July.

IESM TEAM MEETING WITH RM ON 15 JUN 2016

A three-member IESM Delegation had a meeting with Shri Manohar Parrikar, Raksha Mantri, at 1845hrs on 15th June 2016 to discuss status of grant of full OROP and various other matters concerning welfare of Ex Servicemen of India.

The Delegation consisted of:

It was an extremely warm, proactive, cordial and positive meeting.

Maj Gen Satbir Singh said that IESM, the prime movers of the peaceful and democratic protest at Jantar Mantar, is fully aware that it was the Prime Minister, the Finance Minister and the Raksha Mantri who, after 43 years, have finally granted the award of One Rank One Pension to the ESM of India. At Jantar Mantar, we have always made a point of emphasizing this. What the huge number of ESM who regularly visit JM were asking for was not money but for restoration of the IZZAT of the Indian Army, Navy and Air Force that has seen a continuous down-gradation over the last 67 years. They sought INSAAF of the wrongs done to the Defence fraternity more than anything else!

This was virtually the first time in the history of this Nation that we had a hands-on Raksha Mantri who was not only aware of problems of ESM but was fully capable of understanding and sorting out all their problems.

Team-IESM said that the OROP award of 7th November 2015 had four specific anomalies that we would request the RM to look into and resolve.

A very cordial discussion took place thereafter where RM assured us that even though the Reddy Committee has been given a 6-month extension, this does NOT mean that its final report would be submitted in December but that it may get submitted well before the expiry of the extension period.

The four anomalies, and various implications and ramifications if these were to be resolved, were discussed.

With his permission, Team-IESM brought out the following problems currently being faced by the Veer Naris and ESM:

1. WIDOWS who had not yet received the arrears of OROP: The RM assured that all necessary orders have already been passed by him regarding this. RM emphasized that it was incumbent on the ESM around the widows to make them understand what their dues were and to make sure the Banks honoured those dues quickly. If there are any cases of negligence by any particular Bank, the matter should be brought to his notice and he would take immediate steps to rectify the errors of the particular Bank.

2. HONORARY RANK EMOLUMENTS: It is necessary that Court orders on the subject need to applicable to all Honorary Rank holders across the board and this needs to be expedited for execution on the ground level.

3. BROAD BANDING: The RM said that the Finance Ministry had raised some queries that are being tackled and answered. We suggested that the Court awards must be made applicable to all and not just the litigants/ petitioners.

4. 33 YEARS CASE: RM said that orders on this have already been finalized. Care was being taken to ensure that the associated tables, especially for Other Ranks and JCOs, were prepared error-free and with the least amount of inaccuracies.

5. ARREARS OF 2006: RM said that all orders regarding this have already been issued and if any discrepancies in execution were noted, these must be brought to his notice at the earliest.

6. DEFINITION OF OROP: Team-IESM requested that the definition of OROP, as enunciated by the RRM on 2nd December 2014 should be adhered to. The actual definition is: “Uniform pension be paid to Armed Forces personnel retiring in the same rank with the same length of service irrespective of their date of retirement and any future enhancement in the rates to be automatically passed on to the past pensioners.” The incorrect definition given to Reddy Committee needs to be aligned with that.

7. RESOLUTION OF THE PENSIONS OF MAJORS. This was discussed again and RM requested to kindly take a favourable decision on it.

8. 7th PAY COMMISSION: It was clarified by the RM that the 7th PC would be applicable to all ESM above and beyond the award of OROP.

9. REDDY COMMITTEE: RM said that all points that were submitted by IESM for the Reddy Committee had been forwarded to it and very soon, Justice Reddy can be expected to call IESM for a discussion on them.

The RM suggested that all the above non-OROP points should be sent to him in writing to enable him to obtain the exact position. He would then call the IESM Team for another discussion on these, as soon as possible. This will be done very soon.

The meeting came to an end with the RM assuring that not only was he fully aware of all problems being faced by ESM but that he, under the Prime Minister, had full intentions of resolving these at the earliest.

7th Pay Commission Minimum Pay 23,400 & Maximum 3,25,000 and double rate of allowances & advances are in Empowered Committee's Bag: Media Report

New Delhi: The central government employees may start receiving increased salary with 6 months of arrears from August 1.

As per media report, increased salary of July will be credited to the 47 lakh central government employees and 52 lakh pensioners' accounts on August 1, 2016. However, there is no clarity on whether the arrears of last 6 months will also be credited at the same time at one go or it will be deposited in installments.


As per sources, the Empowered Committee of Secretaries headed by the Cabinet Secretary Pradeep Kumar Sinha has recommended a 30 percent increase in minimum and maximum basic pay structures along with doubling of existing rates of allowances and advances.

The 7th Pay Commission had suggested a maximum basic pay of Rs 2,50,000 and a minimum of Rs 18,000. A 30 percent increase would translate into maximum salary of Rs 3,25,000 and minimum at Rs 23,400, respectively.

The Empowered Committee of Secretaries is functioning as a Screening Committee to process the recommendations with regard to all relevant factors of the Commission in an expeditious detailed and holistic fashion.

Government had earlier decided to set up a high-powered panel headed by Cabinet Secretary P K Sinha in January this year to process the recommendations of the 7th Pay Commission.

Media reports further state that after getting final nod from the Empowered Committee of Secretaries, Finance Ministry will take only a few days to implement the higher pay package for central government employees.

OROP JM AGITATION FIRST ANNIVERSARY- OPERATION DILLI CHALO



Today being the first anniversary of OROP agitation at Jantar Mantar, National federation of ESM felicitates all associations & its members who have participated in this historic Non-violent agitation. 
This issue was outstanding for the last 40 years & many political parties and their successive Govts professed it but not implemented. Accidently the present political outfit which formed the Govt at centre also tried to take advantage the aspiration of ESM by including the OROP in their manifesto but soon after coming to power they were reluctant to grand OROP.
It is under these circumstances we have united under the leadership pf Col.Inderjeet Singh & Gen Satbir Singh and formed united front of ESM which eventually became a mass all India movement.
Realising the support it received from the various section of society, the reluctant Govt was forced to announce OROP though with some anomaly & efforts are still on to rectify the anomalies. The movement has shown an example to future generation of ESM to fight for their rightful dues in a non-violent manner.
Let us congratulates all the veterans who have participated in the agitation at JM & different parts of the country. We also salutes those veterans who have spear headed this movement 1976-77

Parrikar seeks help from ex-Air Marshal

NEW DELHI:Breaking traditions, defence minister Manohar Parrikar has hired a retired IAF officer to coordinate between his ministry and the Services, which has always been a ticklish issue. Air Marshal (retd.) P P Reddy, who was heading the office of the Chief of Integrated Defence Staff till March, has been appointed as a consultant in Parrikar’s office.

 Reddy, an ex- fighter pilot, was handling the tri-services’ planning and acquisitions as chief of Integrated Defence Staff to the Chairman Chiefs of Staff Committee. “The minister wanted to use Air Marshal Reddy’s expertise in resolving issues related to the tri-services. His duties include coordination between the ministry and the Services, and assisting the defence minister in having a better understanding of Services’ matters,” an official said.Usually, the defence minister has a private secretary, an IAS officer who looks after his engagements and meetings. Then there is an Officer on Special Duty, who explains files and communications to the minister. An official said bureaucrats don’t understand the requirements of the Services, which eventually reflect in the ministry’s decision-making “and creates resentment amongst the Services. An defence official will reduce friction between babus and defence personnel and will hasten decision-making”.

GEN KADYAN MET FINANCE MINISTER

Dear Colleagues,
          Over the last few weeks, there had been a flood of queries from veterans, mainly expressing apprehension that with OROP granted, we may be denied the benefit of the 7th Pay Commission. To get authentic clarification I met the Finance Minister Shri Arun Jaitley Jun 11. Summary of the points discussed ensues.
Koshyari Committee Report
          At the outset I emphasised that irrespective of whether the government has formally accepted the Koshyari Committee report or not (it has been earlier stated that the report is a mere recommendation from one of the several committees and has not been officially accepted), in the perception of the veterans, the correct OROP definition is what the Koshyari Committee has stated. Seen in that light any shortfall will keep rankling.
PayCommission vis-à-vis OROP
    On my expressing the widely rumoured apprehension that since we have just received OROP, we may be denied the Pay Commission benefits, the Minister clarified that there is no basis for such an apprehension.  The veterans WILL get the due benefit of the 7th Pay Commission and the grant of OROP will not affect it in any way.
OROP Anomalies
          I underscored the two major anomalies ie, re-fixation of pension on the maximum instead  of the average of maximum and minimum, and revision every year instead of five yearly as given in the Notification.  I further stressed that the expenditure involved in both may be just around Rs 3,500 Crore, which is not significantly large considering what has already been sanctioned. The government should agree to remove these two anomalies. He listened patiently but made no comment except saying "let us see".
One-Man Judicial Committee
Although it was not said in clear terms,  the Minister's body language was suggestive of the One-Man judicial Committee being given additional time to complete its task.
More importantly, I asked what would be the government response in case the Committee makes recommendations that are pro-veterans vis-à-vis  the OROP anomalies, as we had presented to the Committee.  The Finance Minister was positive on the subject. He stated that as it is the government has given nearly 90% of the OROP as we pensioners interpret it. Whatever recommendations the Committee makes would form a very small percentage of the defence budget and the government would not be averse to accepting it.

7th CPC : SECRETARIES PANEL TO DECIDE FINAL MONTHLY SALARY FOR CENTRAL GOVT EMPLOYEES-TODAY
New Delhi: The central government employees wait for a better monthly salary is soon going to end. The Empowered Committee of Secretaries is meeting on Saturday and finalize its review of the 7th Pay Commission's recommendations.
The AK Mathur led 7th pay panel report, which was released in November, had raised the minimum pay to Rs 18,000 per month from currently drawn Rs 7,000, while the maximum pay recommended was Rs 2.5 lakh per month from Rs 90,000.
The Confederation of Central Government Employees & Workers decried the wage revisions suggested by the Commission as the "the lowest in the post independent history of the country", and said a "meager rise of 14% alone was recommended by the Commission to be effective for a long period of ten years."
The Empowered Committee of Secretaries, which was set up in January to review the 7th Pay Commission's recommendations, is meeting in New Delhi on Saturday and is expected to finally decide how the monthly package of central government employees will shape up.
"It (Empowered Committee of Secretaries) is a divided house, but good number of people agree that what we are saying has a point", said KKN Kutty, President, Confederation of Central Government Employees & Workers.
The Confederation is demanding the minimum salary of Rs 26,000 per month. " The Staff side had computed the minimum wage as on 1.1.2014 at Rs. 26,000, The rates were taken on the basis of the actual retail prices in the market as on 1.1.2014 (average prices of 8 Cities in the country) substantiated by the documentary evidence of Cash bill obtained from the concerned vendors. As on 1.12016, the minimum wage work out to Rs. 29339, rounded off to Rs. 30,000", said the Confederation in its Charter of demand.
It has done everything possible to get the maximum payout under 7th Pay Commission. The Confederation has decided to go on strike from July 11, if its charter of demand are not met by the government, and has already given the strike notice to the Cabinet Secretary. 
There are nearly 47 lakh employees and over 50 lakh pensioners in India on central government payrolls currently.
The Empowered Committee of Secretaries was set up in January has and  involved all the stake holders involved--central government unions, departments, ministries and all other - and will complete deliberations in todays meeting and decide the final monthly payout.

The Centre informed Delhi High Court Thursday that the tenure of the one-member judicial commission to look into the public hearing of One Rank One Pension scheme will be extended, as representations filed by ex-servicemen and others are yet to be submitted to the Commission.
The central government’s standing counsel Anurag Ahluwalia, appearing on behalf of Defence Ministry, told the court that “over 2,500 representations” had been received by the ministry so far. “The representations are now being processed, and will then be submitted to the judicial commission,” said Ahluwalia, adding that the panel’s tenure “would have to be extended”.
Former Chief Justice of Patna High Court L Narsimha Reddy was appointed the judicial commissioner to look into the implementation of the OROP scheme. The commission was expected to submit its recommendations within six months and its tenure is set to expire on June 14.
Ex-serviceman S P Singh filed a PIL before the high court earlier this week, seeking orders to have an “effective public hearing” on the issue and claiming that the “people were not informed” how to submit their representations. The court, however, noted that a particular address had been allocated to the commission, and the representations could be sent via post.
